Does anyone know if putting together a skill based resume would work for getting an interview? Im a seasoned worker but I took time off to care for my ailing mother, but I think the gap is hurting me. Plus I kept my skills sharp by running my own business

Yes, a skill-based resume can certainly work! I have to say, though, that you might be able to use your experience running your own business to cover the dreaded 'gap.' It's incredibly tough to manage your own business and take care of a family member at the same time and I'm sure your resume will reflect all of that work (whether it's skill-based or chronological).

Yes it will help. Add up all the years of experience you have date to date and put it in there.
