American Companies hiring IT Professional Contractors from other countries (Off-shore)

I'm seeing many American companies hiring off-shore IT Professionals which is taking away opportunities from American citizens. This is mostly due to the cost savings of hiring out of country professionals which reminds me of the issues we been having with the migrant farm workers as well as the construction industry. Unfortunately for the US citizens this issue is going into higher paying fields and wondering where we'll be in another ten years? I've met and worked with many 'green card' holders and must say that most are very well educated and good folks which I applause and wish them success however I see the devastation and destruction of our American born citizens and believe there must be a way to do some preventive maintenance before its too late. With all the US grants and incentive programs our government has I would think there should be a way to demand our legislation to put together an incentive program for our corporate companies to put American citizens on a priority hiring list and provide them with a special tax deduction or some monetary kickback. I heard Australian companies hire within their country prior to looking for off-shore work. Maybe we should understand their procedures and processes. Any feedback is greatly appreciated.

This is been going on since the first settlers founded Jamestown, VA in the early 1600’s. Cheap labor always wins… Sorry to say that it’s just simply the American way! When the US economy grows and jobs are abundant cheap labor is imported but when the economy gets bad and jobs become scarce then we send everybody back to where they came from. You're right in mentioning that it’s a trend that needs serious attention. There needs to be somewhat of a hiring hierarchy for nationals and a level distribution of profits companies generate. After WWII, the US had one of the biggest workforces in the world. Middle class America was made up of factory workers and tradesmen. Families were able to save money and thrive. So what happened? Yeah we exported tons of manufacturing and service jobs but American companies are still the largest and richest in the world. Much attention need to be payed to what the 2016 candidates have to say about jobs and the income gap.

Do you think they could be doing it to add diversity to their company? I know this is possible within the country, but maybe there is something specific about it that we aren't aware of? Maybe they get grants for having a certain number of foreign employees......
