Corporate doesnt pay attention to who is promotes therefore store managers come from the most UNQUALIFIED batch of assholes who think they are too high to be doing " a merchandisers $20. An hr. Job". Never present for sale events NEVER at store passed 3pm. Store managers do as they please with NO REGARDS or consequence. They reap the benefits of merchandisers hard work and credit them NONE. Jcpenney is dying because corporate doesnt even shop its actual stores, why should th he public ?
