Need advice
So I was laid off December 2016, I got 10 weeks severance and now I'm on unemployment. However this week my previous manager called and stated they have gotten additional funding and are hiring and asked me to apply. I did but she stated she hasn't received the resumes from HR yet but hope she hopes to in the next couple of weeks, and plans to do interviews. I'm confused I don't know if this is a good thing or not. I mean she did call me but why would I need to interview with her I worked for her for 2 years.

I believe companies do that in order to remain compliant with employment equal opportunity laws. Every applicant, new or returning, needs to go through the application and vetting process to make sure the hiring is fair. I think the fact that they called you is a great sign. Go through the process and see what comes from it.
