When to tell...

I'm in the middle of a job transition due to a buyout/relocation. I am working but looking so I have had a few interviews. I have a couple of things coming up this summer that were planned before the job change that I don't know when to bring up during the interview process. I will need time off for 1. We have a family vacation planned and paid for in July and 2 In May my wife is going to have a baby. When is the right time to bring this up for a new job?

I believe best to state the prior commitments up front when offered the job, rather than later. I would not want to be surprised last minute if I was that other person/company.
