It won't hurt to casually follow up on an application but realize pushing an agenda won't get you in the door. When companies have a need they staff for it asap.

As a former hiring manager, I considered it a plus if someone followed up. In fact, if I was considering them and on the fence between them and another candidate, I would choose the person who followed up.
