I'm really having trouble getting interviewed. I have a spotty job history for the last several years because of developing a medical issue which is now managed. Should I address this in my cover letter?

That could be risky, but do you want to get hired by someone who would not hire you based on the truth? On the other hand they could admire your honesty and hire you for that reason.
Are you in a position that you can afford to take a bit of a risk? Many job fairs have professionals that give free advice. If you go through a temp agency your contact person often will help with the out of the ordinary situations. good luck
