Unemployment Benefits: Overview
What Is Unemployment Insurance?
Unemployment Insurance (UI) is a joint state–federal program that provides temporary cash benefits to eligible workers who lose their jobs or experience reduced hours.
Although the program operates under federal guidelines, each state runs its own unemployment system. That means eligibility rules, benefit amounts, and how long benefits last can vary depending on where you live.

Who Is Unemployment Insurance For?
Unemployment benefits are generally available to workers who become unemployed through no fault of their own.
This often includes situations such as:
- Layoffs or business closures
- Reductions in hours or lack of available work
Eligibility decisions are made by your state unemployment agency, based on state law and your individual work history. Not everyone who applies will qualify, and rules vary by state.

How Are Unemployment Benefits Calculated?
Most states calculate unemployment benefits using your recent earnings, often referred to as a base period. A base period typically looks at wages earned during a set timeframe in the past, such as specific calendar quarters.
- Benefit amounts are usually tied to how much you earned during that base period
- States set minimum and maximum weekly benefit amounts
- Some states use alternate base periods to account for more recent work history
Your state unemployment agency determines the final calculation.
How Much Can You Receive — and for How Long?
Both the weekly benefit amount and the length of time you can receive unemployment insurance depend on your state’s rules.
Typical Duration Ranges
- In many states, regular unemployment benefits last up to about 26 weeks.
- Some states offer shorter durations, often around 12 to 14 weeks, depending on state law.
- A small number of states may allow longer benefit periods under specific conditions.
How Benefit Duration Works
- Each state sets a maximum number of weeks of benefits.
- Your individual duration may be shorter than the maximum based on your earnings and eligibility.
- Some states adjust benefit duration based on economic conditions.

Are Unemployment Benefits Taxable?
Yes — unemployment benefits are considered taxable income at the federal level.
- You will receive a Form 1099-G showing the total unemployment benefits paid to you
- Some states also tax unemployment benefits, while others do not
- Depending on your state, you may be able to choose federal tax withholding from your benefit payments

What Do You Need to Apply for Unemployment?
While requirements vary by state, unemployment agencies commonly ask for:
- Personal identification information
- Recent employment history
- Dates of employment and reason for job separation
Applications are handled by your state unemployment agency, not the federal government.
