The Capture Manager will be responsible for developing and implementing a capture management plan for large complex multi-million and billion dollar acquisitions within the Intelligence Community. The Capture Manager will lead cross organizational efforts with public relations, marketing, business development, sales, pricing, operations, and proposal management to develop a capture strategy for large named federal opportunities.The capture strategy will consist of:1) developing an assessment of the budget, spending, and procurements;2) market assessment;3) competitive analysis;4) teaming analysis;5) customer messaging;6) win themes;7) discriminators;8) assessing win probability.Pre-RFP the Capture Manager will develop, with our business development, marketing and public relations department, a campaign that will include:1) Government publications and periodicals, advertising; and conferences, ensuring that we have aligned messages addressing customer requirements and initiatives;2) build relationships within the Intelligence Community and Federal Government leadership to ensure awareness of AT&T capabilities and initiatives while making sure that we have alignment at the senior levels within the customer and AT&T;3) building relationships with industry partners for teaming. Post-RFP the capture manager will have overall management responsibility for the bid and response team responsible and accountable for bid quality and competitive price targets. Lead capture reviews and decision gates. Keep senior leadership of National Security Segment (NSS) appropriately informed and engaged as opportunities move through the BD process and approval cycle.Required Skills, Certification, Experience, and Education:1) Master or Bachelor's Degree;2) Knowledge of IT contracts and contracting processes in the Federal Government.3) Functional and organizational knowledge of the IT, networking, Cyber security, and telecommunications efforts in the Federal space.4) 10-15 years managing large complex capture efforts of greater than $50M+ annual;5) strong and proven track record for winning large IT, networking and telecommunications contracts in the intelligence community and federal government;6) strong interpersonal, communications, and writing skills.Required Clearance: TS/SCI security clearance (polygraph preferred)Desired:* Understanding of sales and capture management process;* Past programatic experience;* Computer Skills (including PowerPoint, SharePoint) at an advanced level;* Ability to use CRM Tools;* Past military service or IC career a plus.AT&T is an Affirmative Action/Equal Opportunity Employer and we are committed to hiring a diverse and talented workforce.
