Yes u need a degree.
A degree in Business Administration would be helpful for you. There is a lot of law involved in HR. Some get into it in a clerical position and work their way up; however, the top positions definitely will require a degree and some require an MBA.
Without experience or a degree it would be very tough for you to hired into Human Resourse position, however you can apply for a job in a company that hires within once you get experience in this field, I do believe that a degree with some experience is your best chance, good luck.
Ex: I graduated Nuclear Med School, USN. So, I should be hounded by civilian hospitals. But, no, for me to get hired, I would have to waste 4 years of my life. So mil experience no longer counts 100% in civ world.

The best way to get into Human Resources without a degree is to have at least 5 years experience as office manager. If you have done general secretarial or administrative assistant jobs 2-3 years you would need to show that you had subordinates that you supervised like clerical, receptionist, or data entry workers and your general office work was supporting executives or top level employees in a company.
It is complex with many variables. To be a Generalist you need a broad understanding of all aspects. Best is to look for an entry level position in an HR position where you can get hands on experience with senior practitioners.
