It's an old scenario. The management probably evaluated their present infrastructure and decided not to employ him. My suggestion is to move on. I'm sure there will be brighter opportunities down the road.
I had that happen with the post office before. I was emailed a job offer, accepted it, and next day hiring freeze. Company mentioned they had halted hiring for the position until further notice. I never heard from them again.
Scammers!! They ask for your full details and later after getting they tell you no

I had a written offer and a background check when they retracted the offer because they made an internal change at the last minute. I had given my current employer a notice. Try that one on for size. I have been out of a job for 6 months.
