I tell them fine, go ahead. H-R departments have to be very careful what they tell potential employers due to legal liabilities.

In Mass. the only information a past employer can give is employment start and finish dates. No reason to to say no, if you have appropriate past experience. Check your state's regulations to see what rules apply to you.

Frequently I hear back from potential employers that my previous employer is non-responsive OR will not provide any information beyond date of hire, date of departure and that they had in fact employed me...... When the potential employer "pushes" my previous employer I often hear from them reminding me of my NDA and/or statements regarding classified information access and disclosure regulations. THIS has cost me many position considerations as the hiring organization holds it against me and cannot understand as they have little experience dealing with a person who held a high level security clearance or worked in highly regulated/access controlled organizations. Additionally, having just worked for and being "rewarded" with a CoVid layoff from an EU based company who dictates what info the US Division can release on me poses even more problems...... Fun stuff for some of us regarding this issue....
